Enhancements

Bug Fixes
- We've fixed an issue that prevented employees from completing DVLA consent when automatic licence lookup credits were exhausted. The system now processes consent when no credits remain and records these checks in the credit usage log. (204601)
- We've fixed an issue where the system incorrectly calculated the fixed mileage deduction expenses using a higher rate when the users submitted claims after a financial year rollover. The system now correctly applies threshold-aware logic and calculates the mileage deductions based on the appropriate rate for the relevant financial year and claim date. This bug fix guarantees accurate handling of retrospective expense entries and proper adherence to defined mileage thresholds. (204928)
